TL's stun is okay, but the ATK reduction is incredibly good. In most situations I find that it tranlates into 1/4 damage taken (due to the DEF VS attack nonlinearlity) for the two rounds in which it lasts on ES or GW or whatever strikers are in the back row.
And he can do that each turn while he is alive.
Unfortunately, if your opponents ATK is incredibly high compared to you DEF it isn't as dramatic, (and those are the types of battles that matter most because they are hard to win) but it is still at least a 50% reduction in damage output.
