It doesnt seem like you have an item required for flair, to unlock it you need both req lvl and req items sayind 'Reached'. So most likely it is one of two things - flair list cant be empty so it shows at least one flair even if its unavailiable or you had flair item but it was timed and is expired now, so it cant be activated.

i realised i have st patrick guardian flair, but when i click unlock, it says static data empty, why and how do i get st patrick guardian flair?

Can you post a ss of it Wen? If it looks like in the attached ss, then it is not as "you have it", it is there, among the flairs, but not available. When you actually have the flair and it is unlocked, it should look like in the second ss.
