Yes, you should. It doesnt matter what timer is, but its a window which ask you a confirmation for spending diamonds to reset cooldown.

Your second screenshot has time stamp 19:11, which means that you either had very big loading time or you lag pretty much. Just in case, you can join world boss at 19:00, attack starts at 19:05.

By max level of player on server.

i got 300 something refine ores, why i can't refine

Because 300+50 is 350 which is more than 317.

why when it is not yet wb, i didn't see the join wb button pop out from the bottom right hand corner and at the daily task window , when i refresh at 19:04 server time, i saw i have 12 attempts in the event bonus at server time 19:04, and it also says i participated in wb and ranked
