What is the minimum required level for a character to create the lvl 12 gem?

I dont even think it works, I still lack the ability to make L10 HPs -
Right now, there do appear to be issues with creating gems. This is a reported issue as can be seen in this thread right here. So far we do not have an update on the fix but I can assure you it has been reported and is being looked into. I apologize for the inconvenience.Always.. Always..
