Are you using Chrome version 45?
It is hard for me to be familiar with every browser but I think that looks like Chrome. Since its update there have been a few issues, but if you are using Chrome 45 I think we may be able to try and help you.
As a precursor, have you tried Comodo Ice Dragon or Maxathon as a browser? Have you tried the mini client or any other browsers if not the ones I listed?

The 1st one look chrome, the other look to be firefox. It seem more like a connection issue tbh rather than a flash/cache issue, try to clear dns cache maybe? (cmd -> ipconfig /flushdns if you don't know how to do).Comment
