How to select a not recruited SS Hero?

How do you use SS tier general hero chips to select a un-recruited SS Hero?

Those can only be used on Hero's you already have. If you have not activated a hero, those chips can't be used.

Usually need to save 10 chips to recruit, once you do that a red dot will appear on the "not recruited" tab

He is talking about generic chips not SS hero chips. Those are 2 different things. In order to use generic SS chips you should already have the SS hero recruited. If you don't, you can only use those on those SS hero's you have recruited. Also, SS generic may not be used for Kind of Flames and Death Black Wing hero's.

How do you get SS Hero chips? What level VIP do you need to be? I have no option to purchase unlike some others....
